Quick answer: the eight best retail staffing options in Toronto for the 2026 holiday shopping season are Randstad Canada, Adecco Canada, Trimax Employment, Drake International, Next Employment, JH Staffing Solutions, Staff Plus and the Instawork platform. Only Drake and Adecco publish retail-specific role lists, so match the agency to the role: store floor, stockroom, customer care or warehouse. Book by early November for Black Friday on November 27, and budget at least $17.95 an hour, the Ontario minimum wage since October 1.
Retailers staff the holiday season in a compressed window. The RCC x Leger 2025 holiday survey found that 84% of shoppers call Black Friday their most important shopping day and 55% say the same of Boxing Day, so a store needs its seasonal team trained and scheduled before Friday, November 27, 2026. At the same time Indeed Hiring Lab data reported in Canadian HR Reporter showed seasonal postings in November 2025 still 8% below 2023, so reliable candidates are not abundant.
One honest caveat before the list: very few staffing agencies in Toronto specialize in retail alone. Of the agencies we reviewed, only a couple publish a retail-specific page. The eight entries below are therefore rated on evidence: where retail coverage is explicit we say so, where an agency is a general staffing firm with customer service or stock-room coverage we say that too. Trimax Employment, which publishes this blog, is included and marked as our company, placed third after the two national leaders.

How We Chose and Checked These Agencies
We read each agency’s own pages in October 2026 and kept firms with a GTA presence and a published retail, customer service, stockroom or e-commerce offering. We excluded agencies outside Ontario or with no retail evidence. We recorded pay only when it was on the page. We did not check licence numbers against the Ministry of Labour register, because the ministry’s public status page cannot be searched by automated tools. Since July 1, 2024, temporary help agencies must hold a licence and clients may not knowingly use an unlicensed one, so please run the check. Manpower and Kelly Services could not be read by our tools, so they are not listed, which says nothing about their quality.
The 8 Best Retail Staffing Agencies in Toronto
1. Randstad Canada
Randstad Interim Inc. has a registered office at 11 King Street West, Suite 1700, Toronto, and its Toronto branch page lists technology, sales and marketing, HR, finance, contact centre and customer care, administration and healthcare, and does not mention retail or seasonal work. Its Mississauga page lists industrial support and customer support. Randstad is included because it is a large licensed agency that can supply customer-care and distribution staff for retailers, but it is the weakest retail fit in this list on published evidence. Use it for call-centre and warehouse support rather than store-floor sales.
2. Adecco Canada
Adecco’s retail and sales page lists retail associate, stock clerk, store operations lead, store host or greeter and store and assistant manager roles, and claims peak-season hiring support, workforce forecasting and shorter time-to-hire. It reports over 50 years of experience and sample pay such as $20 an hour for a seasonal retail associate in Port Carling, Ontario. Its verified GTA branch is Scarborough, at 55 Town Centre Court, Suite 106, but that branch’s page lists manufacturing, food production and customer service and does not mention retail, so ask which branch will handle your Toronto stores. At $20 an hour, a 25-hour week is $500 per worker before deductions.
3. Trimax Employment (our company)
Trimax Employment is a Canadian staffing and workforce management company (Ontario THA licence THA-0000002854) that staffs nationally across retail, warehousing and logistics, light manufacturing and packaging, food, hospitality, admin and customer service and more, with an office at 805-2425 Matheson Blvd E in Mississauga. For retailers it covers the store backroom and the supply chain behind it: stockroom and receiving staff, distribution centre associates, e-commerce fulfilment and holiday customer-care support. Its modern, fully managed model includes Trimax Verify worker verification, geofenced digital check-in and check-out, automatic timesheets, integrated payroll and a live client dashboard, and Trimax states a two-hour replacement turnaround for general labour roles on its agency comparison page. For a retailer whose Toronto stores are supported by a GTA warehouse, one agency covering both the backroom and the warehouse avoids splitting onboarding. Trimax publishes this guide, so compare its quote with the others on the same checklist.
4. Drake International
Drake’s retail page lists advisors, cashiers, customer service representatives, merchandisers, sales associates, store managers and team leaders, which is the clearest retail role list among the agencies we reviewed. Its GTA office is at 25 Watline Avenue, Suite GR-7 in Mississauga (virtual and phone appointments, Monday to Friday 8 to 5), and it offers flexible staffing, temp-to-perm and permanent recruitment across retail, customer service, e-commerce and warehousing. The retail page names seasonal demand as a challenge but describes no specific seasonal programme, and no pay or licence number is published. If you need a store manager or team leader for the peak, permanent recruitment can run in parallel with temporary cover for associates.
5. Next Employment
Next Employment says on its website that it is an Ontario licensed staffing agency, though it shows no licence number, and it lists a Retail and E-Commerce industry covering fulfilment, stock and store support, plus seasonal staffing for adding capacity quickly. Its head office is 2798 Thamesgate Drive, Unit 7 in Mississauga. No pay rates are published. Because the legal name and licence number are not shown, treat verification as step one: request the number and check it on the ministry’s public status page before any worker starts.
6. JH Staffing Solutions
JH Staffing Solutions is a subsidiary of JH World Services at 655 Dixon Road in Etobicoke and shows licence THA-0000003188 and recruiter licence REC-0000014421 on its website, which you should verify. Its blog names November to January as a window for holiday retail, warehouse, shipping and year-end events, offers 24/7 support for same-day needs and advises booking temporary support at least a week before a surge. Retail is not its own sector, but cashiers sit in its commercial sector. That one-week lead time is a useful rule: for a November 27 Black Friday, book by November 20 at the latest, and earlier if you need training time.
7. Staff Plus
Staff Plus is independently owned and, on its website, lists customer service and call-centre staffing and general labour and warehouse staffing, with retail among its specialties and Mississauga, North York, Scarborough and Vaughan among its service areas. It publishes no street addresses, rates, licence number or seasonal claims. Its value for retail is the customer service bench: a store that needs holiday phone, chat or order-support staff can use it for that rather than for the sales floor. Verify the licence and the office before you rely on it.
8. Instawork (platform, not a traditional agency)
Instawork describes itself as a marketplace rather than an agency, and its Toronto retail page lists associates, merchandisers, brand ambassadors and event staff for holiday rushes and last-minute shifts. It claims about 53,600 workers in Toronto, 90% fill rates and 93% of businesses wanting workers back, all self-reported and unverified here. It publishes no entity name, address or rates. A marketplace suits a single-day need such as a Boxing Day weekend surge, but because workers are on-demand you should confirm who is the legal employer and who carries WSIB, which differs from an agency.

Toronto Region Retail Wage Data (Job Bank)
Job Bank figures for the Toronto Region are drawn from Statistics Canada and were updated November 19, 2025. Job Bank lists $17.95 as the low and often the median for entry-level retail roles, which appears to reflect the current minimum wage, so the supervisor and manager rows carry the real signal.
| Occupation (NOC) | Low | Median | High | Source |
|---|---|---|---|---|
| Retail salespersons (64100) | $17.95 | $17.95 | $27.88 | Job Bank |
| Cashiers (65100) | $17.95 | $17.95 | $18.50 | Job Bank |
| Store shelf stockers, clerks and order fillers (65102) | $17.95 | $17.95 | $21.63 | Job Bank |
| Retail sales supervisors (62010) | $17.95 | $23.00 | $42.31 | Job Bank |
| Retail managers (Job Bank 60020) | $22.00 | $43.27 | $80.13 | Job Bank |
Where the agency fee sits matters. With a median supervisor wage of $23.00 and a 20% assumed markup, a team leader costs $27.60 an hour, which is $5.65 more than a salesperson at the $17.95 floor plus the same markup ($21.54). Decide which roles you must fill through an agency and which you can fill directly.
Worked Example: 12 Seasonal Associates for Six Weeks
Assume 12 associates at $18.00 an hour, 25 hours a week for six weeks from November 16 to December 24. That is 12 x 25 = 300 hours a week, 1,800 hours in total, and $32,400 in wages. At an assumed 20% markup (an illustration, not a quote) the fee is $6,480 and the total $38,880. Add the public holiday pay for Christmas Day and Boxing Day, calculated as regular wages plus vacation pay in the prior four work weeks, divided by 20, for eligible employees. Because the minimum wage is $17.95, an $18.00 rate is only five cents above the floor, so any agency quote below that is out of compliance.
What the Retail Numbers Say About This Season
Statistics Canada reported November 2025 retail sales up 1.3% to $70.4 billion, and December 2025 down 0.4% to $70.0 billion, with fourth-quarter 2025 sales up 0.1% and e-commerce at 6.1% of December retail. Moneris data showed Black Friday 2025 transaction volume 25% above the prior week, though down 4% year over year nationally. The takeaway for staffing is that demand is concentrated in a few days rather than growing overall, which favours short, flexible contracts with fast replacement over long commitments.
Holiday Retail Staffing Timeline for 2026
This calendar is planning guidance built on the dates that matter: Black Friday on Friday, November 27, Cyber Monday on Monday, November 30, Christmas Day on Friday, December 25 and Boxing Day on Saturday, December 26.
| Window | Action | Reason |
|---|---|---|
| October 16 to 30 | Shortlist agencies, verify licences, request quotes | Quotes and contracts take one to two weeks |
| November 2 to 13 | Orientation, POS training, product knowledge | Staff need two to three shifts before the rush |
| November 16 to 26 | Full seasonal team on the schedule | Early deals start before Black Friday |
| November 27 to 30 | Black Friday through Cyber Monday | Highest foot traffic and online volume; hold a standby bench |
| December 14 to 24 | Extended hours and gift-wrap, returns and fulfilment support | The final-week gift rush |
| December 26 to January 3 | Boxing Day and returns | Plan holiday pay and shift swaps in advance |
Two practical points. First, schedule your most experienced associates for November 27 and December 26, and put newer hires on shifts where a team lead is present. Second, tell the agency about uniforms, dress codes and background-check requirements at the quote stage, because those items are what delay a start date by days when volume is rising.
How to Choose a Retail Staffing Agency
Be specific about roles. Cashiers, sales associates, stockroom and customer care are different pools. Drake and Adecco publish retail role lists; Trimax and Randstad are stronger on the stockroom, distribution and customer-care side.
Check licences. Ask for the number and check it on the ministry page. The ESA guide says agencies cannot charge workers fees, may charge you a direct-hire fee only within six months and owe one week’s written notice or pay if an assignment expected to run three months or longer ends early.
Plan for holidays. Christmas Day and Boxing Day are public holidays. Some retail workers in continuous operations may refuse holiday shifts.
Book early. Agencies like JH advise booking at least a week before a surge. Book by early November for a November 27 Black Friday.
Keep a backup. Hold a second vendor ready for the Boxing Day weekend.
